A client-tool call the run paused on. state walks pending → claimed → resolved, never backwards: a claim is single-shot (a claimed-but-dead executor's only exit is the TTL), and the claimed→resolved transition wins exactly once. Claimable only by ownerUser's sessions — the permission identity behind the tool never changes.
