Destinations an outbound AI request must never reach, shared by the MCP egress guard and the HTTP tool executor so the two classifications cannot drift apart.

InetAddress's own predicates are not sufficient on their own. isSiteLocalAddress() recognises only 10/8, 172.16/12 and 192.168/16 for IPv4, and only the deprecated fec0::/10 for IPv6 — so carrier-grade NAT and IPv6 unique local addresses, both of which route to a private network, pass it unnoticed.
