Reads a skill's procedures.yaml into Procedures, strictly: an unknown key, a missing one or a value of the wrong shape is refused with its place named, never ignored.

Steps are set, add, remove, commit, click, run and save. A line is named by its path: items[#42] by id, items[@line] by the id an input gives, items[-1] for the first line the procedure added, items[0] by position, and a field of a line is written after it. The text itself is what a skill keeps and exports; this only reads it.
