The real HTTP seam.

Deliberately does not reuse HttpToolExecutor's URI validation: that blocks localhost to guard LLM-driven calls to arbitrary URLs, whereas this is an admin syncing against an endpoint they configured — and Ollama lives on http://localhost:11434.
