Selects the models the rules want, in the order they were selected.

Families are tried in order and the first one whose regex accepts an id owns it, so a broad gpt-.* placed after gpt-.*-mini cannot swallow the narrower tier. Ownership is independent of keep: a family claims every id it matches, and keep only limits how many of them are synced.
