Orchestrates whole-bundle AI config import/export by fanning out to the per-type services in dependency order. A bundle is one path→bytes tree whose top-level dirs are the type roots: providers/, roles/, tools/, knowledge/, skills/, agents/, and governance/ with its policies/ and usage/.
