Seeds AiSkill records (agentskills.io layout) from ai/skills/<code>/ directories: SKILL.md (frontmatter + instructions), references/*.md (text references), and assets/* (binaries attached via DMS). OVERWRITE upserts in place by code (rebuilding references and assets) so the skill row — and the AiAgent.skills links to it — are preserved.
