JAXB binding entry point for workflow definitions. Provides a cached, thread-safe marshaller and unmarshaller for the <workflows> module document (validated against workflows.xsd) and for single <workflow> fragments (the form stored in MetaWorkflow.xml). Mirrors XMLQueries.
