A WorkflowCatalog over Studio-authored workflows (the StudioResource(type=WORKFLOW) rows within an app's dependency modules) unioned with deployed MetaWorkflow rows. Lets the Studio designer validate subflow refs against flows that exist but are not yet deployed, using the same core WorkflowLinker as the MetaWorkflow save boundary.

The subflow target refs declared by a parsed workflow, read from the stamped WorkflowLinker.subflowRefs(com.axelor.workflow.plan.WorkflowPlan). Static so the designer can compute the refs of the workflow being saved without resolving it through the catalog. Empty when the workflow does not compile.
