Builds a WorkflowGraphView from a workflow's stored XML, so module XML draws as well as designer-authored definitions.

This is a security boundary. The viewer is shown to anyone who can read the record, so expressions (script bodies, conditions, when/until, what a call runs over) are gated by build(String, boolean), and agent prompts and approval assignments are never sent. A new node type must decide again what is safe to show.
