public class WorkflowMigrationService
extends Object

Applies the operator's decisions: the write half of the parked-run mover. A move is an operator-fired boundary (WorkflowWaitService.moveRun); cancel and end reuse the existing teardowns.

The client is not the authority on what is legal. Every row is re-derived against a fresh inventory, and stale positions, forbidden targets and foreign run ids are refused.

Applies the rows, up to CHUNK runs, and reports what happened. Nothing is kept between calls: an already moved run is no longer parked, so Apply again finishes the rest.
